EXCLUSIVE: An Angel Dad whose daughter’s life was tragically cut short by an illegal alien, is joining U.S. Immigration and Customs Enforcement (ICE), Fox News Digital has learned.
“I am excited to accept the Executive Director role at VOICE because this is not simply a government position for me, it is deeply personal and rooted in a mission I have come to understand through unimaginable loss,” Joe Abraham said, announcing the new move he hopes will help serve others in his situation.
VOICE stands for Victims of Immigration Crime Engagement (VOICE), an office inside the agency that supports victims of illegal alien crime.
Abraham’s daughter, 20-year-old Katie Abraham, and her friend Chloe Polzin were killed in a January 2025 drunk driving hit-and-run car wreck caused by criminal illegal alien Julio Cucul-Bol, a Guatemalan national.
He was charged with multiple offenses following the crash and later pleaded guilty to charges including aggravated driving under the influence resulting in death and leaving the scene of a fatal crash. He was sentenced to 30 years in prison.

PRITZKER CALLS FOR CRIMINAL INVESTIGATIONS INTO ICE AGENTS OVER ‘MIDWAY BLITZ’ CONDUCT
Since then, Abraham has been an outspoken activist in favor of closing the borders and arresting and deporting illegal aliens. He is credited as the inspiration behind Operation Midway Blitz, a sweeping Chicago-area federal immigration enforcement operation from September to December 2025.
The operation, which was heavily protested by Democrats, netted more than 4,000 arrests, according to the Department of Homeland Security.
Now, Abraham will lead ICE’s Victims of Immigration Crime Engagement (VOICE) office as the executive director.

“I want to use my experience, my voice and what I have learned through Katie’s story to make sure victims and their families are heard, treated with dignity and never become an afterthought in our immigration system,” Abraham continued.
White House spokeswoman Lauren Bis praised Abraham as he prepares to begin his new role.

The VOICE office was reestablished by the Trump administration in April 2025, after President Donald Trump directed DHS to revive the Biden-era-shuttered office upon taking office for his second term in January.
Since then, it has had a major impact helping families of illegal alien crime victims.
ANGEL FAMILIES PLEAD WITH LEADERS TO ‘CHOOSE’ AMERICAN CHILDREN OVER PROTECTING ILLEGAL IMMIGRANTS
It has received 897 total calls from victims, family members and advocates and has helped 588 victims seeking assistance and information, according to a report published in June.
Further, it has assisted 185 victim family members seeking services and information.
The most frequently reported crimes are assault, at 35%, rape and sexual assault, at 17%, and homicide and manslaughter at 10%.

The Trump administration has a longstanding feud with the state of Illinois and Democratic Gov. J.B. Pritzker over his sanctuary state policies and refusal to cooperate with federal immigration officials.

In May, when the state refused to cooperate with ICE after an illegal immigrant convicted of child sexual abuse was released from jail despite calls for state officials to turn him over to federal authorities, Bis, then the DHS assistant secretary, blasted the governor.
“Governor Pritzker continues to refuse to do his job to protect his citizens from illegal alien crime and instead chooses to smear our law enforcement,” she said at the time. “Where is the investigation into his own policies that allowed this pedophile to be released from jail and be loose in Illinois communities?”
