State pensioners warned new Winter Fuel Payment rules risk £300 repayment

The Department for Work and Pensions (DWP) Winter Fuel Payment has now become means-tested, leaving many pensioners at risk of needing to pay the money back.

The Winter Fuel Payment helps pensioners with heating bills during the winter, providing between £100 and £300 to those who meet the criteria.

The payment was previously available to everyone above the state pension age in the UK, but this year, Chancellor Rachel Reeves has changed the rules, and only state pensioners on means-tested benefits will qualify.

However, many people are unaware that even if they initially qualify, changes in their circumstances could require them to repay the payments.

Sharing a few examples of the changes that people must report, the DWP stated: “Report any change of circumstances as soon as possible – for example, if you stop getting a benefit, move house or move into a care home. These can affect how much Winter Fuel Payment you get.”

The DWP then warned of several instances where a person may have to repay. These include if:

  • You did not report a change straight away
  • You gave wrong information
  • You were overpaid by mistake.

Those who need to report changes can contact the Winter Fuel Payment Centre on 0800 731 0160 or, for pensioners living abroad, the DWP support line at +44 (0)191 218 7777 is available.

Who is eligible for the Winter Fuel Payment?

For those still eligible for the Winter Fuel Payment, up to £300 is available to help cover heating costs.

People can qualify for the payment in Winter 2024 to 2025 if they were born before September 23, 1958, and live in England or Wales while receiving one of the following benefits:

  • Pension Credit
  • Universal Credit
  • Income-related Employment and Support Allowance (ESA)
  • Income-based Jobseeker’s Allowance (JSA)
  • Income Support.

However, an estimated 880,000 pensioners may be eligible for Pension Credit but aren’t claiming it, making it vital for individuals to check eligibility for themselves and their loved ones.
