Mayor Adams aide Rana Abbasova gets pass on publicly disclosing finances amid FBI probe cooperation


Rana Abbasova, a longtime aide to Mayor Adams whose home was raided last fall as part of the FBI investigation into his campaign, did not file her mandatory personal financial disclosure on time this year, the Daily News has learned.

But Conflicts of Interest Board Executive Director Katherine Miller, whose agency administers the city government’s financial disclosure system, said Abbasova won’t face any repercussions for not submitting her form on time. She has been given permission to wait to file any such disclosure for as long as she remains on leave from her post as a protocol director in Adams’ Office of International Affairs, Miller said.

“Abbasova will be required to file when she returns from leave,” Miller said.

Abbasova was placed on unpaid leave from her City Hall job shortly after the FBI raided her residence and several other homes of Adams associates on Nov. 2. The searches stemmed from an investigation led by the Manhattan U.S. attorney’s office that’s scrutinizing whether the Turkish government funneled illegal foreign donations into the mayor’s 2021 campaign.

Word of Abbasova being given a temporary pass on disclosing her finances comes after it emerged in May that she has been cooperating with the feds probing Adams’ campaign. Neither Adams nor his campaign has been publicly accused of wrongdoing in the probe, but sources said Abbasova got placed on leave for engaging in “improper” behavior after the FBI raids by telling fellow City Hall staffers to delete texts exchanged with her.

Rachel Maimin, Abbasova’s attorney, declined to comment on her financial disclosure delay.

City employees with managerial duties are required by law to file publicly available disclosures with the Conflicts of Interest Board each year that lay out basic details about their personal finances, like assets, holdings, debts and gifts.

As first reported by The News, Abbasova’s financial disclosure from last year showed she accepted a free flight to an October 2022 business conference in Istanbul, where she was joined by Frank Carone, the mayor’s political confidante and then-chief of staff. Abbasova’s flight was paid by GYODER, a Turkish real estate trade group.
