Blame Albany, again: Confusing and vague state Constitution amendment is part of Legislature’s awful history of mess ups

Yesterday, which was Constitution Day (from the Sept. 17, 1787 signing of America’s Great Charter) and Citizenship Day (set as Sept. 17 since 1952) also was National Voter Registration Day, held on a Tuesday in September. In New York City, it was also when the Board of Elections certified the ballot for the Nov. 5 general election.
